Organizations can make changes, cut players and sign them in order to keep the maximum of 53 players on the active roster, meaning that modifications can be made week to week.
This includes the practice squad, which consists of 16 to 17 players and as the name suggests, they practice alongside the team but are not included in the active roster, so they cannot be considered to play a game
Prior to the Super Bowl, each organization must submit to the league its 53-man active roster for the game, unless there is a last-minute change due to injury or force majeure, in which case a practice squad player is eligible.
